Point 6: Singular Subjects joined by “or, either … or, neither nor” are followed by Singular Verb.

E.g., Neither he nor she has any right to my property.

E.g., Either Guru or Shree has made this mischief.

Point 7: When the subjects connected by “or nor” are of several Numbers, the Plural Subject should be written last, and a Plural verb should follow it.

Soon coming for the clarification of your doubt :

“The representative is among the lawmakers who are getting to address the budget with the president.”

This is an instance of a pronoun i.e, ‘who.’

This pronoun stands on behalf of its antecedent ( subject ) ‘legislators,’ which may be a plural pronoun. Hereabouts may be a period of uncertainty explaining ‘the senator’ as its antecedent ( looks to be singular ).

Because the antecedent ( subject ), legislators are plural, the Verb is also plural(i.e., are’ and not singular (i.e. ‘is’)

Here is one more sample for you

It’s I who am responsible for your success.

In this instance, the antecedent ( subject ) is ‘I,’ singular in number, and that’s why the verb ‘am’ (Singular)is used.

Can a sentence have more than one subject and Verb?

Indeed, it can. You would require a compound sentence to have more than one of each: in “The midnight was gloomy and rainy and the robbers were relaxing around their campfire,” “The midnight” and “the robbers” are both subjects and “was” and “were sitting” are both verbs/verb phrases.

Furthermore, with a composite sentence: in “We saw that you were drunk,” “We,” and “you” are both subjects and “saw” and “were” are both verbs. But, arguably, even during a sentence, you’ll have quite one among each. In “The teacher and her pupils laughed and were glad,” “laughed” and “were” are both verbs, and you would possibly feel that “The teacher” and “her pupils” are both subjects.

There is forever a topic or an intended subject and a verb. Though in prose or poem or prose like writing in novels, it’s going to seem to be there isn’t.

In English novels, one has got to examine the context. The subject might be defined at the start of the paragraph, on the other hand, suggested within the remainder of the section without again being planned. In this case, the periods don’t define the top of a sentence; instead, these are sentence fragments.

E.g., The experienced man sitting in his cabin. The rotten smell, the wind, the cold, the isolation. This is precisely what defined him. This was his home.

So I wrote this as prose-like breaking the sentences into fragments, not grammatically structured by subject Verb but if we restructure this as an entire sentence then we might have

“The solitary old man sitting within the rotten-smelling cabin, while the wind wailed, and therefore the cold surrounded him, was specifically where he wanted to be.

The reason nonnative English speakers have difficulty learning English written in this manner is that strick grammar rules are forced down their throats. I believe it’s an enormous mistake to force burdensome grammar rules on nonnatives, but most faculties teach English there in a manner to nonnatives.

The proper grammar in English novels will only get within the way of real comprehension by watching for the topic, Verb, capital, and period. The reader has got to understand the writer’s intent, the context, and the way it all connects as an entire unit, not as separate sentences. To be expected to write down novels using 100% grammatically correct sentence structures would bring very dull reading.

Grammar is not English. Grammar should come from intuition(the ability to understand) and help guide the language structure, not the final determining factor of how English should be written or spoken.
